Well I am up to The Tale of the Body Thief and the answer to your question is, "No" according to Lestat. But actually there is a sentence in one of the latter books in the ones I have read that says Lestat had a priapic occurance. So from that we might say, "Yes." Vampires can have "relations" if in fact that is what you mean by that.
